HR Country Head
Purpose of role
The Country HR Head strives to build and lead a well-rounded HR function in an assigned country, driving implementation of overall HR portfolio by planning, aligning and implementing HR policies, programs, and practices in line with SHS HR global and regional guiding principles, including IE/PL and HR Services activities in the country.
He/she instills in the HR country team an HR innovation-focused and costs conscious mindset by driving efficiencies and building a highly competent and engaged team.
The Country HR Head also provides to SHS country business management, recommendations on policies and initiatives that will ensure SHS is an industry leader in regards to HR practices in the country.

Duties and Responsibilities
Consult on, contribute to, optimize and execute the HR value chain to meet local business needs and employment law and country regulations
Translate country specific business requirements and local regulations into HR requirements as key input to IE/PL, implementing sound and efficient programs in the assigned country: short and long-term plans and objectives for assigned country
Under the coordination of Region HR Head, support on execution of HR activities for the country
Organizational Culture & Employer of Choice:
Based on SHS global/regional cultural aspirations and guidelines, support and advise country senior leadership team to build a strong and effective local company culture and support HR IE/PL in implementing programs that build on culture and employee brand across the company
Keep abreast of HR trends and serve as a valued and trusted resource to Country HR Head and Country Management team at large to identify country specific organizational/talent areas for development and implement total rewards and career development solutions, positioning SHS as an employer of choice in the respective country
Operational HR responsibility in the country, being responsible for HR Consulting in the country (Russia) as well as to RCA Zone assigned countries (Kazakhstan, Turkmenistan)
HR consulting to ensure exceptional recruiting, retention and career development practices;
Identify systems and processes required to scale the business from an HR perspective and implement them as appropriate;
Ensure country market alignment on training and organizational development plans to meet employees personal, professional, and organizational needs;
Oversee HR performance and compliance audits in key areas and ensure all employee relations activities are executed in compliance to established guidelines and sound administrative practices.
HR Management & Team Development:
Develop and manage the HR country budget and related goals. Work closely with Procurement on vendor contract negotiations and renewals.
Interface between Country IE/PL team lead and business, leveraging CoE expertise to streamline efforts and ensure continuity of HR value chain
Manage employees (e.g. selection, training, assessment, promotion, and replacement)
Define measures for global employee development for direct reports and on an organizational level to ensure high level of functional proficiency
Coach employees: define and improve necessary competencies based on respective responsibilities and organizational set-up
Foster collaboration, cooperation and global staff exchange
Conduct annual Development Rounds, Implement reliable succession plans
Increase respectively maintain high Employee Engagement
Ensure strong customer attitude within the whole organization and foster entrepreneurship
Under supervision and partnering of HR Region Head to ensure successful execution of region HR strategy in support of overall country business objectives.
HR Delivery Excellence
Drive implementation of effective HR programs, processes and activities (e.g. recruiting, people development, compensation & benefits), in close cooperation with HR CoE
Drive the strategic execution and formulation of country corporate-wide HR policies, procedures, systems, and initiatives
Ensure that defined activities split with HR Services are implemented in assigned country.
Ensure Organizational needs are taken into account during discussions, consultations and negotiations with employees and managers
Ensure execution of agreed platforms and plans
Requirements to education and work experience of the successful candidate
Bachelor’s and Masters’ degree required and MBA or PhD preferred in Business/HR related education (e.g.: business administration, industrial psychology, HR management, or related field preferred) or equivalent
English fluent (oral, written), German as a plus
Broad understanding of all operational facets of the HR function including, but not limited to: Total rewards, Talent acquisition, organizational development and change management, diversity & workforce planning, M&A, HR IT, and HR systems, services and performance.
Solid project planning skills and ability to implement, and facilitate successful HR initiatives and programs
Experience in advising senior managers on all HR matters
Strong working knowledge of country employment law with the ability to apply it practically to workplace situations
Knowledge about relevant (global and local) HR IT systems
7 years of demonstrated success as an HR professional at technology or healthcare businesses, or HR generalist roles in multinational organizations
3 years of managerial and supervisory experience leading HR team
Experience working in matrix organizations
Proven ability to build and manage a remote HR department to consistently deliver and perform
