Quality Control Manager

The Challenge 
Your challenge will be to manage, develop and supervise all constructions phases and having the overall responsibility for the contractor's QC organization. 
You will get involved developments of quality control plans, technical solution design, cost calculations, development of specs for subcontractors, etc. 
This role will be based in Rota, (Cadiz) and will require travel throughout the Spain. 
· Quality control oversight on construction/environmental projects 
· Develop and manage Quality Control Plan 
· Prepare daily QC reports and submit on a daily basis to the contracting officer 
· Ensure all work is in compliance with contract requirements 
· Review shop drawings for conformance with project specifications 
· Verify and document that all materials received for the project are in conformance with the approved submittal 
· Timely completion and collection of inspection reports, as required · Maintain project master schedule using CPM techniques. 
· Maintain a tracking system to monitor identified deficiencies and implement plans to ensure their resolution 
· Prepare weekly and monthly quality assurance reports 
· Inspect field sites and identify any problems or inaccuracies. Remove individuals whose work does not comply with contract plan and specifications · Ensure that all required keys, operation and maintenance manuals, warranty certificates, and the As-built drawings are correct and complete, in accordance with the contract 
· Lead and evaluate employee and sub-contractor performance 
· Maintain a testing plan and log. Ensure that all testing is performed in accordance with the contract. Review all test reports and notify the Contracting Officer of all deficiencies, along with a proposal for corrective action 
· Assure that all applicable tests, and observations required by the contract are performed. 
· Coordinate all factory and on-site testing, Testing Laboratory personnel, QC Specialists, and any other inspection and testing 
· Verify and document that all materials received for the project are in conformance with the approved submittal 
· Degree in one of the following disciplines: Engineering, Architecture, Construction Management, Engineering Technology, Building Construction, or Building Science. Restricted 
· Excellent language skills in verbal and written English. 
· Experience with the Navy Corps of Engineers and Federal contracting is highly desired. 
· Dispose of the course entitled "Construction Quality Management (CQM) for Contractors." and maintain a current certificate (offered by the Naval Facilities Engineering Command and the Army Corps of Engineers). 
· Familiar with requirements of USACE EM 385-1-1, and experience in the areas of hazard identification and safety compliance. 
· Five years of combined experience as a Superintendent, QC Manager, Project Manager, or Project Engineer, and at least two years' experience as a QC Manager. 
· Ability to complete work independently in a timely manner 
· Skilled at instilling a team atmosphere with contractors, sub-contractors and employees 
· Ability to resolve problems and find solutions
