Radio Design Manager

Job Description

Reporting to the Telecoms Design Manager Siemens are looking to recruit an experienced Radio Design Manager. This role will be responsible for the Management of the Radio design team, tools, and processes as well as managing delivery of the Radio design aspects of comms tenders and projects, within agreed timescales and budgeted costs, and is responsible for contribution to overall business performance.

What are my responsibilities?
  • Lead the Radio Design Engineering team which includes engineers located at multiple sites across England and in Scotland
  • Ensure that all Safety aspects are planned, executed and reviewed in radio design team activities as part of an excellent safety culture within the business
  • Ensure that the Radio Design Engineering elements required to deliver the national portfolio of projects are carried out within budget and time constraints and to the appropriate level of quality
  • Allocate work packages to Design Engineers within the Radio design team who will be responsible for delivery
  • Ensure all Design Engineering procedures and tools applicable to Radio projects are deployed consistently across the project portfolio
  • Ensure compliance with Technical and Engineering Standards
  • Ensure that Engineering Safety Risk is managed effectively throughout the design phase of the project
  • Manage the national portfolio of tendering Radio design work-packages through allocation of engineering resources to prepare design estimates and being responsible for the output
  • Manage functional and operational change effectively and efficiently to support business success, growth, development and adaptation
  • Interface with business peers to support cross discipline business needs, share knowledge and best practises
  • Provide support and input to Project Engineering and Engineering Management functions
  • Prepare radio design work bank activity plans and forecasts for to maximize resource utilisation and efficient deployment
  • Prepare and Maintain resource schedule to identify resource requirements to meet short term work bank surplus / shortfall
  • Recruit permanent and temporary radio design resource to meet the work bank requirements
  • Promoting engineering excellence, efficiency and continual improvement with consistent design practices and the adoption of new design tools and methods of working
  • Line management duties for direct reports including performance, capability and discipline management
  • Manage the design function competence, training and development requirements to meet the needs of radio work bank and business strategy
  • Mentor the engineering community and promote personal development
  • Develop own knowledge and experience through taking a pro-active approach to learning, and seeking information from within and outside the company
  • Final authority for Radio Design engineering matters
  • Assist the Telecom Design & Engineering Manager as necessary and fully participate in activities that assist the development of the Engineering Department
What do I need to qualify for this role?
  • Chartered Engineer Status or appropriate professional status and relevant engineering qualification (essential)
  • Considerable and established knowledge and interest in the rail telecoms industry, significant experience of telecoms / Radio engineering implementation on large main line rail schemes in the UK (essential)
  • Safety culture aware – proven ability to lead, influence and develop safety culture to latest strategies and methods (essential)
  • Excellent communication skills written oral (essential)
  • Broad base of Engineering skills, experiences, knowledge and competencies covering the full engineering lifecycle (essential)
  • Experience in Systems Engineering, Project Engineering and Design of safety critical or safety related systems, test and installation environments (essential)
  • Leadership – proven ability to lead and experience of managing large multidisciplinary teams. Excellent organisational skills with the ability to foresee change, forecast and manage design resource utilisation and costs (essential)
  • Business Results Orientation - strong leadership qualities including personal drive, initiative, enthusiasm and support for company goals
  • Collaboration and Influencing - strong and effective communicator at all levels within the business as well as with external stakeholders
  • Commercially aware – knowledge and experience with engineering delivery in a commercial business environment

  • Proven flexibility in the role as it requires an element of travelling and unsociable hours working which may include night working, weekend working and bank holiday working
  • Previous experience in designing Distributed Antenna Systems (DAS) and Radiating Cable Tunnel infrastructures for TETRA, LFEPA, GSM, UMTS and LTE frequencies
  • Knowledge of Neutral Host (Multi-Operator) Systems
  • Experience in the production of Designs, Procedures and Scripts
  • Experience of Link Budget calculations
  • Experienced of RF over Fibre technology systems
  • Knowledge of ICNIRP
  • Knowledge of Cobham Wireless, Kapsch, Simoco, Frequentis
  • Experience of RFS products including cable types and terminations
  • Experience of GSMR networks, configurations and parameters including optimisation
  • Knowledge of EIRENE, JOTS, ETCS / ERTMS, ETSI, LFEPA, Airwave, Public Cellular, and LU Connect technologies
  • Experience of producing analysis and optimisation reports, including KPIs
