Position Summary


The Siemens Government Technologies Supply Chain Management Team is looking for an experienced Federal Cost Estimator to provide supplier cost estimation, scope strategy, and pricing analyses support on construction and energy projects. The Federal Cost Estimator will participate in the project development and estimation process, as well as monitoring current projects, to minimize costs and to help select the most efficient suppliers.



·        Provide accurate cost estimates to Subcontract Administrators/Buyers, based on current assumptions of project development, engineering and management. Cost estimates are also used to derive cost targets for negotiations with suppliers.

·        Responsible for the implementation of the Procurement Engineering process and program.

·        Drive value engineering by challenging cost drivers and investigating more cost effective solutions, both in project development/design and the supply chain.

·        A procurement expert providing annual savings through cost down projects and value engineering workshops. Authoritative expert in the cost drivers for major construction commodities and the associated cost impact on the business. Thought leader recognized outside the SCM organization as a cost engineering functional expert.

·        Assist with the creation of Bills of Material and pricing sheets created for supplier RFP packages, and able to use cost estimation tools for independent price estimates.

·        Create strategy for construction commodity benchmarking and cost estimating to track supplier pricing competitiveness.

·        Facilitate implementation of commodity strategies during make/buy process by aligning project development upfront with agreed procurement strategies, and escalating in cases of persistent deviation.

·        Provide input for supplier selection, provides key details and guidance to the SCM and project teams, to enable best choice of supplier.

·        Lead cost re-designs, may frequently lead or contribute to projects tasked to identify and/or implement specific cost reductions in an existing commodity.

·        Interface with on-site project management dealing with material delivery status, material discrepancy, damage, and shortage of material.

·        Supports Subcontract Administrators during supplier technical negotiations and price analyses as required.



·        BS/MS in Mechanical, Manufacturing, Electronic Engineering, or related. Other technical degrees may be considered with ample experience as a substitute in lieu of a BS/MS degree

·        5-7 years of relevant experience relating to cost driving, procurement and supply chain in relation to federal energy contracting.

·        Strong expertise in the cost drivers for major construction commodities and the associated cost impact on the business. Thought leader recognized outside the organization as a cost engineering functional expert.

·        Familiar with construction, energy, and engineering projects from a procurement and project development perspective.

·        Familiarity with how cost calculations are derived and what direct costs and mark-ups are applicable, throughout the entire supply chain

·        Ability to demonstrate and apply comprehensive knowledge of field of specialization to the successful completion of complex assignments.

·        Displays a high level of critical thinking in bringing successful resolution to high-impact, complex, and/or cross-functional problems.

·        Strong networking and communication skills

·        Excellent negotiation skills

·        Strong leadership capabilities


Security Clearance:

Candidate must be a US citizen and may be submitted for a Secret level clearance if required later.
