Position Overview

 

The Rail Electrification business unit of Siemens Mobility Inc. supplies electrical substation and overhead catenary equipment in the US and Canadian rail market. The candidate is the Health Safety, Quality and Environment (HSQE) representative of Rail Electrification to external bodies, participating and influencing as required in professional body or relevant internal and external stakeholder events. The main objective is to develop, implement and maintain effective Health, Safety, Quality and Environmental Policies and Management Systems which meet customer, regulatory, Siemens stakeholder and business needs. The position reports to the County Business Unit Lead of the Siemens Mobility Turnkey Projects and Rail Electrification Unit.

 

Responsibilities

 

  • Effective development and management of the Quality Management System (QMS)and alignment to key business risks and impacts, so as to remain compliant with external standards and customer, business and regulatory needs. Including ISO 9001, ISO 14001, OHSAS 18001 H&S, Principal Contractor requirements and other client requirements.
  • Ensure effective governance of the QMS and Environmental Health & Safety (EHS) aspects across the supply chain portfolio –operations, service, product supply and sub-contractors including external agency resource suppliers. Support procurement in supplier qualification, supplier audits, Non-conformance management, and FAT inspections.
  • Ensure arrangements are in place across the business for effective monitoring and review of the QMS and implementation of its requirements. Develop a suite of business Quality and EHS key performance targets/metrics so that business risks are appropriately communicated to instigate action for improvement across the business.
  • Act as Business Unit lead in the annual ISO 9001-2015 audit, plan and conduct internal audits.
  • Act as team leader for Zero Harm Culture team. Participate in quarterly Safety Walk & Talk with BU Lead, conduct monthly BU Safety Talks, manage incident reporting, develop Job Hazard Analysis reports, manage safety supplies, conduct annual fire drill, report safety statistics to corporate EHS Lead.
  • Lead the development of a positive Quality and EHS culture throughout the business and place effective management of HSQE as a core competence and integral part of the business values and behaviors at all levels.
  • Provide guidance and advice to the management team on adherence to corporate and business Quality and EHS policies, applicable legislation, industry standards and Corporate Governance Standards.
  • Act as Management point of escalation to deal with significant events, including customer and regulatory interface.
  • Provide specialist Quality and EHS support and input to meet the needs of the Tendering teams in response to pre-qualification, bid, tenders and proposals.
  • Support Project Manager by planning and supervising project specific Quality and EHS plans and milestones. Act as catalyst for continuous improvement in the PM@Siemens process. Participate as a key member of the core project team in design reviews, FAT’s, on-site QC activities, commissioning tests  and system integration tests.
  • Minimum 5 years relevant industry experience and 8  years professional experience.
  • Excellent understanding of manufacturing processes, standards and improvement techniques.
  • Excellent understanding of EHS processes, first aid and CPR.
  • Excellent communication and interpersonal skills. Coaching & Influencing skills.
  • Continuous improvement knowledge / experience, inc. tools and techniques.
  • Amount of travel with the position: 30%

 Required Knowledge/Skills, Education, and Experience

  • BS/BA in Engineering, Quality Management, or related discipline.
  • Quality Management / Environmental Management Certificate a plus.
  • Experience with quality planning, ISO audits, supplier qualification, and CAPA required.
  • Minimum 5 years relevant industry experience and 8  years professional experience.
  • Excellent understanding of manufacturing processes, standards and improvement techniques.
  • Excellent understanding of EHS processes, first aid and CPR.
  • Excellent communication and interpersonal skills. Coaching & Influencing skills.
  • Continuous improvement knowledge / experience, inc. tools and techniques.
  • Amount of travel with the position: 30%
