Job Description

 RIYADH METRO PROJECT OVERVIEW:

The BACS consortium is responsible for the design and build of Package 1, which includes Lines 1 and 2 of the Riyadh metro network. These two lines will form part of the six-line metro system that will run for a total length of 176 kilometers across the city and includes 85 stations.

BACS scope of work on Lines 1 and 2 encompasses detailed structural, architectural and transit system design together with construction, testing and commissioning works.  Our scope also includes the procurement of all products and materials necessary to support project delivery.

BACS are fully responsible for the design and integration of the transit systems and the civil infrastructure.  Working from the Employers Requirements, the BACS consortium will manufacture, furnish, install, test and commission all components related to both the transit systems and the civil infrastructure.

Position Summary:

The Consortium Testing & Commissioning Manager is responsible for establishing the governance arrangements for testing and commissioning through the development and implementation of the testing and commissioning strategy and plans to ensure the handover of a fully integrated and safe system, which is compliant with the Employers Requirements. The role is also responsible for providing assurance that Civil Works Joint Venture and Transit Systems are working in accordance with the Consortiums plans by undertaking surveillance on the testing and commissioning activities.


What are my responsibilities?


  • The integrated Consortium Testing and Commissioning strategy, plans and procedures to meet the requirements of the project are developed and implemented.
  • To execute the T&C activities related to the overall BACS system
  • The Civil Works Joint Venture and Transit Systems Testing and Commissioning strategy, plans and procedures are aligned with the Consortium Testing and Commissioning strategy, plans and procedures.
  • Facilitate the development of integrated testing and commissioning program in conjunction with Civil Works Joint Venture, Transit Systems and third parties.
  • Provision of assurance that the testing and commissioning activities undertaken by Civil Works Joint Venture, Transit Systems and third parties are in accordance with relevant standards and regulations.
  • The BACS Consortium is represented to the Employer, Employers Representative, ICP/ISA, SRC and key project Stakeholders, including the provision of reports, technical presentations and assurance relating to testing and commissioning.
  • Interface with Temporary Operation team to ensure that the priority defined for the site activities are aligned with BACS overall program and critical path
  • Develop and implement an integrated Consortium Testing and Commissioning strategy and plan to meet the requirements of the project.
  • Execute the T&C related activities for the overall BACS integration on site
  • Understand the system/asset design from "end to end" to support the integration of testing and commissioning plans from Civil Works Joint Venture and Transit Systems.
  • Provide input into the engineering, and construction activities to ensure testing and commissioning requirements are incorporated.
  • Coordinate the Civil Works Joint Venture and Transit Systems Testing and Commissioning activities to ensure an integrated approach to test & commissioning.
  • Contribute to the Civil Works Joint Venture and Transit Systems Testing and Commissioning strategy, plans and procedures to ensure alignment with the Consortium Testing and Commissioning strategy, plans and procedures.
  • Facilitate the development of integrated testing and commissioning programme and actively monitor the overall testing and commissioning programme in conjunction with Civil Works Joint Venture, Transit Systems and third parties.
  • Ensure that Civil Works Joint Venture and Transit Systems testing activities involving stakeholders and third parties are coordinated integrated into the overall Consortium Testing and Commissioning strategy, plans and procedures.
  • Maintain an overview of the technical assurance requirements (testing certification) and production of assurance deliverables by Civil Works Joint Venture, Transit Systems and third parties to ensure compliance with the Consortium Testing and Commissioning strategy, plans and procedures.
  • Provision of assurance that the testing and commissioning activities undertaken by Civil Works Joint Venture, Transit Systems and third parties are in accordance with relevant standards, regulations and industry best practice. Including that processes are identified and implemented by contractors and subcontractors to achieve contractual self-assurance; conducts surveillances to document compliance
  • Facilitate the acceptance of certification in a progressive manner to ensure that the provision of satisfactory testing and commissioning results are compiled and processed in support of the handover strategy.
  • Lead Testing and Commissioning meetings with Civil Works Joint Venture, Transit Systems and third parties to promote and facilitate communication, review progress/performance, identification of issues and facilitating issue resolution. Develop and implement an interface, integration and communication plan to check effective communications between the Civil Works Joint Venture, Transit Systems and third party testing and commissioning teams.
  • Develop and implement a reporting system including dashboards, metrics, and updates to Senior management and key stakeholders.
  • For Testing and Commissioning issues represent the BACS Consortium to the Employer, Employers Representative, ICP/ISA, SRC and key project Stakeholders, including the provision of reports, technical presentations and assurance.
  • Organize regular synchronization meeting with Transit System, Civil Work Joint Venture and Temporary Office to define the weekly and daily activities program.



    What do I need to qualify for this job?


  • Professional qualifications in electrical or mechanical engineering or an associated discipline.
  • 15 years of engineering experience in railway systems
  • Minimum of 10 years of experience in testing and commissioning of railway systems
  • Extensive knowledge and experience in the development and implementation of test and commissioning strategies and management plans.
  • Broad understanding of ATC/PTC/CBTC systems
  • Good knowledge of railway regulations, standards and operational requirements
  • Excellent communications and interpersonal skills
  • Knowledge of industry work processes for testing and commissioning of rail systems.
  • Knowledge and understanding of working arrangements with joint ventures, alliances and consortiums.
  • Knowledge of front-end activities including: Best Practices/Lessons Learned, Constructability, Risk Analysis/Contingency Evaluation, Estimate/Proposal Review Process.
  • Ability to effectively work within a matrix organization.
  • Understanding of Health & Safety requirements for Civil Engineers and Railway construction projects including CDM (or equivalent) regulations.
  • Commitment to BACS Ethical standards, Quality standard evaluations as BACS Zero Incident philosophy by prior active engagement and demonstration of ES&H Leadership.
