Job Description

Overall responsibility / Mission

Reporting to the Technical Office Manager the SCADA Expert RCM (RailCom Manager) is accountable for:

  • Working with onshore and offshore teams to clarify technical questions with respect SCADA Design and SCADA software and in particular to Siemens RailCom Manager.
  • Actively supporting T&C teams on site to clarify technical questions
  • Conducting all necessary steps to identify technical problems and working with offshore, and others to solve the problems.
  • Support for Installation Manager and T&C Manager for planning of their respective works.
  • Support for the definition of Overall SCADA works in his relevant area of knowledge. 
  • Reporting on the status of works.

The SCADA Expert RCM will have an excellent knowledge of SCADA software, in particular the Siemens RailCom Manager software.

He has a “problem solving” and “can do” mentality and can inspire and motivate others to follow his lead.

Measurement of success

  • Solving of technical problems arising from installation and T&C.
  • Clear and concise technical reports.
  • Zero non conformance reports.
  • Support for installation and T&C running to schedule or ahead of schedule.
  • Successful handover of product.

Objectives / main activities

  • Working with the T&C Engineers on site to resolve technical problems during Installation, Testing and Commissioning phase.
  • Working with suppliers of the SCADA system and the connected sub-systems to identify and solve technical problems.
  • Support of the management for the scope definition and the management of the Installation, Testing and Commissioning phases.
  • Analysis of requirements,
  • Development of test plan for identified requirements and acceptance criteria (together with other lots and TPE),
  • Agreement of test plans with client.
  • Participation in the creation and updating of SCADA related:
  • Inspection instructions,
  • Test processes,
  • Documentation.
  • Performance of SCADA functional tests and commissioning. Support / performance for static and dynamic tests with several partners.
  • Support / performance of static and dynamic tests of “integrative nature”.
  • Building RailCom Manager database in line with the requirements of the interface definitions.
  • RailCom Manager database population with RMP assets.
  • Validation of data at the database level.
  • RailCom Manager database scripting in C2L in order to implement system functionalities and logic.
  • Testing mimics.
  • Develop mimic functions to be used with RMP subsystems.
  • Interface integration and testing for various subsystems – COM, AFC, PAVA, PIS, BMS, etc.
  • Troubleshooting interface drivers, database logic, networks and applications.
  • Support development and defect fixing of RailCom interface drivers.
  • Testing and commissioning of FSCADA system according to SIT procedures.
  • Test using V&V methodology.
  • Design, implementation, configuration and test of applications for SCADA systems.
  • Produce test specifications and co-ordinate testing of the work packages.
  • Management of version and configuration control.
  • Provide cost and resource estimates for project engineering activities.
  • Produce regular reports and attend internal and external meetings to discuss both progress and technical issues.
  • Ensure that all work conducted by themselves and staff working under their supervision is conducted safely and to the required standards.

§  Coordinate the T&C installation works with the Installation Manager.

  • Reporting of daily progress and any notifiable incidents or accidents.
  • Be safety conscious in terms of Method statements and safe systems of works.
  • Inspecting works daily, documenting any snagging items or T&C defects for inclusion in the Master Snag List.
  • Managing SCADA related Snag items through to completion.
  • Participate in ITP witnessing as and when directed.
  • Dealing with any site specific queries – escalating unresolved issues where appropriate.

§  Manage the access to the site with the Overall Site Management.

§  Follow the schedule and targets set in order to finish the works on time, highlight to the Installation Manager where improvements are possible and where the deadline cannot be met.

§  Assist, where appropriate or directed by the Install Manager with Commissioning activities.  

§  Prepare in conjunction with the Sub Contractor the As-Built mark-ups as feedback to the CAD-Designers after handover.

Knowledge / Qualification

  • Degree Educated or similar in Electrical or Communications Engineering.
  • Five years work experience on Communication or Electrical Installation Project or similar.
  • Experienced in dealing with Installation and T&C teams.
  • Three years work experience with Siemens RailCom Manager software
  • Knowledge and experience in reading and understanding designs, installation principles NFPA standards.
  • Fluent in speaking and writing in English language.
  • Experienced in working in a multicultural environment.
